Congo, Rwanda Near Peace Deal as Talks Progress in Qatar

Congo and Rwanda are expected to present a draft peace agreement today aimed at ending the deadly conflict in eastern Congo, following a week of negotiations in Doha and a declaration of principles signed earlier in Washington.

Talks have focused on key issues such as territorial sovereignty, armed groups, mineral trade, refugees, and the role of international peacekeepers like MONUSCO.

The U.S. president’s Africa envoy, Massad Boulous, joined Congolese, Rwandan, Togolese, and French officials midweek to help steer the process forward.

Kinshasa’s willingness to negotiate has grown after Rwanda-backed M23 rebels seized two eastern provincial capitals this year, increasing international pressure for dialogue and compromise.
